Dr. Fauci has been leading the world in "Gain of Function" research which was outlawed by Obama Administration in 2014.

It's fairly well accepted the Chinese Lab targeted for fault here had been working with US Scientists including Fauci for many years.

Gain of Function plays with the manipulation of biological material to attempt to get it to do more things than it does naturally. The "claim" is that this is necessary to "protect us" from other countries doing the same. The reality is that the military would be the one pushing this research and anything gained for a defensive position can be used offensively too...
